does the f a a issue letters of authorization to fly certan aircraft instead of license?
i have heard that in rare cases they do
Yes....an LOA letter of authorization is in addition to your pilots license and is used for aircraft of high performance that do not have the 12,500 lb. type rating requirement. The rules governing LOA have recently been changed so now authorization is noted on your airman's certificate ( license) The old letters of LOA were grandfathered and new issuance of certificates were processed for pilots holding LOA's that applied for authorization under the new rules.
A few examples of aircraft that require LOA are the P-51 Mustang, Corsair, P-40 Warhawk, Fouga-Magister 170 and many others of the warbird category. I'm not aware of any general aviation manufactured aircraft requiring an LOA. I've not searched the LOA in the FAA database but I'm sure it is further defined there.

What might be motivating Russia to once again flex it's muscle's?

LONDON (AFP) - Two British Royal Air Force jets were launched to shadow a Russian bomber over the northern Atlantic, the defence ministry said Tuesday.
The two Typhoon jets were launched on Friday "to shadow a Russian Bear-H aircraft over the North Atlantic Ocean", the ministry said, without providing further details on the incident.
The defence ministry said on July 18 that the Royal Air Force had scrambled two jets after two Russian bombers were intercepted off the coast of Norway.
More recently on August 8, two Russian TU-95 Bear strategic bombers approached a major US naval exercise near Guam but never came close enough to warrant an air-to-air interception, Pentagon officials said.
Such incidents occurred regularly during the Cold War, but have been rare since.

Perhaps Russia is flexing it's military muscle once again in response to the US flexing it's military muscle by placing missiles in countries bordering or near Russia. Or maybe Russia sees just how thinly spread the US Army is due to conflicts in Afghanistan, the unnecessary war in Iraq and is looking to take advantage of that. All over the world forces are aligning and plans are being set into motion. Russia, Iran, North Korea...Things aren't looking good.
